John Mashburn’s practice is focused on the representation of corporations, associations, and state and local government entities before Congress, the administration, and federal agencies. With nearly twenty years of high-level experience on Capitol Hill in both the majority and the minority, in both the Senate and the House, and in and out of leadership and committee offices, John has acquired an in-depth knowledge of the substance, development, passage, implementation, and enforcement of federal policy on a wide range of issues. Having actively participated in over a hundred debates on high profile issues, John is an expert in the Senate’s rules and procedures that govern the consideration of legislation on the Senate floor.
John most recently served as the General Counsel and Policy Director for Senator Judd Gregg – the current Ranking Member and formerly the Chairman of the Senate Budget Committee, as well as the Health, Education, Labor and Pension Committee. Senator Gregg also is the current Ranking Member on the State, Foreign Operations, and Related Programs Appropriations Subcommittee and was formerly the Chairman of the Homeland Security Subcommittee and Chair of the Commerce, Justice, State Appropriations Subcommittee.
Before joining Senator Gregg’s office, John served as General Counsel in former Senate Majority Leader Trent Lott’s office, in Senate Republican Conference Secretary Paul Coverdell’s office, and in House Majority Whip Tom DeLay’s office. Leading up to his work for Congressional leadership, John served as Legislative Director and Counsel for former Senators John Ashcroft and Jesse Helms.
After two decades drafting, negotiating, tracking, and enforcing legislation affecting telecommunications, taxes, transportation, homeland security, defense, energy, banking, securities, insurance, health care, education, labor, and pension issues, John has an expansive understanding of the policy, politics, and process of government. John’s extensive experience -- together with his relationships with many of Washington’s key players in and out of government -- uniquely positions him to advise clients on congressional strategy, the legislative process, and the administrative process in the executive branch of government.
