He represents issuers, conduit borrowers and financial institutions in connection with public finance transactions.
Paul practices in the area of municipal bonds and public finance, serving in the roles of bond counsel, underwriter’s counsel, bank counsel and borrower’s counsel primarily in connection with North Carolina public finance transactions. He has substantial experience in all types of public finance transactions, including general obligation bonds, revenue bonds, special obligation bonds, installment and lease-purchase financings and certificates of participation (COPs), as well as interest rate swaps and other derivative instruments relating to such financings. Paul works on tax-exempt bond financings for State and local government units, authorities and agencies, nonprofit 501(c)(3) hospitals and other healthcare providers and various other 501(c)(3) organizations. Such matters include tax-exempt and taxable financings for all types of public projects, including schools, courthouses, jails, municipal buildings, stadiums, water and sewer improvements, hospitals, continuing care retirement communities (CCRCs), airports and college and university projects. Paul is well versed in the State laws, securities laws and federal tax laws relating to tax-exempt bonds and has substantial experience in drafting all of the various bond documents, offering and underwriting documents and credit and liquidity support documents relating to public finance transactions. Paul has also assisted in the drafting of many legislative bills relating to public finance in North Carolina.
