He guides clients in using federal and state tax credits to finance affordable housing, mixed-use and commercial projects.
Peter practices in the areas of community development finance and tax law, with a primary focus on the financing of affordable housing, commercial, mixed-use and special use projects utilizing various federal and state tax credit and other public-private partnership programs. He has extensive experience in structuring, negotiating and documenting loans, equity investments and grants involving a variety of federal and state tax credits, including the federal low-income housing tax credit (LIHTC), the historic rehabilitation tax credit (HTC), the new markets tax credit (NMTC) and the renewable energy investment tax credit. Peter has presented at several national conferences on issues related to the NMTC and other tax credit programs. He also regularly advises financial institutions on issues relating to their community development and public welfare activities, including Community Reinvestment Act compliance, reporting and eligibility requirements.
