The FCC's DTV Consumer Education Initiative

Abstract
On June 16, the Commission announced that beginning July 10, the FCC Form 388 DTV Quarterly Activity Reports will be filed through CDBS. Broadcasters should recall that the first report was completed on PDF forms that were then uploaded to the FCC's Electronic Comment Filing System (ECFS). Resorting to the CDBS system will make the filing much easier. The prior April form notified broadcasters that on-air education had to accurately describe the transition and be provided in the same language as a majority of the station's programming. PSAs have to be at least 15 seconds, and closed-captioned and crawls must run during programming for no fewer than 60 consecutive seconds across the bottom or top of the viewing area.
