John Mashburn Speaks to Georgetown University Government Affairs Institute Fellows on the Federal Budget Process

WASHINGTON, D.C.—John Mashburn, a Womble Carlyle Government Affairs attorney in the Washington D.C. office with more than 20 years personal, committee, and leadership office experience on Capitol Hill, addressed more than 40 Congressional fellows from various executive branch agencies and departments regarding the Federal Budget Process and the inner workings of the House and Senate Budget Committees. 
 
The presentation was part of the education curriculum for Georgetown University’s Government Affairs Institute that took place in the U.S House of Representatives’ Rayburn Office Building on April 6, 2010. John has previously lectured for classes at the Institute and other Washington non-profits on other aspects of Congressional procedure including the Committee process, the amendment process and floor procedure in the U.S. House and Senate. 
 
The Government Affairs Institute (GAI) has been conducting courses on Capitol Hill since 1965. For thirty years, GAI was part of the U.S. Office of Personnel Management. In 1995, GAI was privatized by the federal government, and in 1997 it became affiliated with Georgetown University.
 
The Institute's mission is to provide education and training about congressional processes, organization, and practices, and about selected legislative policy issues. By better understanding the functions and organization of Congress, executive branch personnel and others with a direct interest in federal programs can more effectively plan, manage, and budget for those programs, and better represent those programs before Congress.
