Did you know that new state and local laws bar or severely limit campaign contributions by companies doing business with government agencies? Just one prohibited campaign contribution by a contractor, its officers, its executives, and in some cases, their family members may lead to the immediate severing of existing contracts, disqualification of bids, fines, and even criminal penalties.

Pay-to-play laws are complex and vary amongst jurisdictions. In addition to restricting campaign contributions, many require periodic disclosure reports and special notice to covered employees.

Whether your organization is a novice or an experienced contractor, this timely seminar will explain the pay-to-play laws and arm you with practical tips and best practices. The seminar will also cover new pay-to-play rules proposed by the SEC for investment advisors who seek to manage money for state and local governments and the North Carolina pay-to-play proposal.

About the Presenters
Paula Hopper has extensive experience advising clients on campaign finance, election law and government ethics matters, both at the state and federal levels. She routinely counsels Political Action Committees (PACs) at all stages of organization, administration and fund-raising and has significant experience related to pay-to-play disclosure rules and restrictions.

Larry Norton and Jim Kahl served as General Counsel and Deputy General Counsel, respectively, of the Federal Election Commission from 2001-2007. They represent corporations, trade associations, advocacy groups, and candidates regarding the regulation of political activity, including counseling on federal and state campaign finance, government ethics, and lobbying laws.
