John F. Garziglia

John F. Garziglia is a Partner in the Washington, DC office of Womble Carlyle, which merged with Pepper & Corazzini, L.L.P. in March 2002. Prior to joining Pepper & Corazzini, he served at the Federal Communications Commission as an attorney in the AM Branch and as a trial attorney in the Hearing Branch of the Mass Media Bureau. John was formerly a broadcaster, working in the industry in St. Louis, Washington, D.C., and several smaller markets. John is a frequent speaker at both national and state broadcaster conventions.

John has represented radio and television broadcasters for almost thirty years offering personalized assistance in all areas of communications and telecommunications law including transactional and contract negotiations for broadcast station mergers and acquisitions, the securing of financing, governmental auctions of new frequencies, license renewals, new stations applications, facility changes, facility upgrades, licensing, and compliance with FCC rules, regulations and policies. John successfully represented numerous applicants in administrative hearing litigation before the FCC in acquiring new station authorizations. John participated in the drafting of an amendment to the Communication Act that allowed a limited number of AM daytime-only stations a preference for full-time service on the AM expanded band. He was the author of the petition for rule making to the FCC that resulted in creation of the Class C3 classification for FM stations allowing many former Class A stations the opportunity to upgrade, and obtained on behalf of a client the Class C0 classification for FM stations which allowed a similar upgrade opportunity for many FM stations.  For broadcasters seeking to acquire FM translators, John obtained the “Mattoon Waiver” which allows for greater distance transmitter site moves.  John is a member of the prestigious International Broadcasters Idea Bank, and an associate member of the Association of Federal Communication Commission Engineers.
