Steve primarily represents government contractors in the statutory and regulatory interpretation of and application to state and federal contracts. He regularly counsels clients at both the prime contractor and subcontractor levels regarding contract formation and administration.
Steve represents clients in government contract disputes, including bid protests, termination disputes, disallowance of costs and government demands for repayment of disallowed costs. In addition, Steve works with clients to develop contractor claims, including demands for payment under the Contracts Disputes Act and appeals to the proper contract boards of appeal.
Steve’s practice also focuses on assisting clients with the development of internal compliance programs, including policies & procedures and compliance audits.
Steve also works with contractors considering a merger or acquisition to ensure protection of the client’s assets and ongoing compliance with all statutes and regulations, including any special status laws and regulations. Additionally, he guides clients entering into subcontract agreements, which can cover a range of supplies or services, to ensure that mandatory flow-downs are included in the negotiation.
