Tom joined Womble Carlyle in May, 2002 as head of its Public Finance Group. Tom has considerable experience in all types of financings undertaken by the State and local governments in North Carolina. He has acted as bond counsel on hundreds of taxable and tax-exempt bond issues by the State of North Carolina, State Agencies, local governmental units and special authorities and districts in financing their capital needs through the issuance of general obligation bonds, revenue bonds and other financing transactions.

He also represents members of the financial community in public finance transactions, whether in underwriting municipal bonds or providing the direct capital for public projects. He has also drafted or played a major role in the preparation of all major financing legislation involving the issuance of bonds by the State, State agencies or local governmental units in recent years. The scope of the transactions in which he has been involved during his career cover the entire spectrum of public finance in North Carolina. The following is a representative sample of bond issues:

  • Representation of the State on bond issues for general public improvements, such as bonds issued by the State of North Carolina for highways, public schools, university and community college improvements, clean water and natural gas improvements. 
  • Representation of dozens of local governmental units in financing their capital needs in bond issues for improvements such as schools, streets, and water and sewer systems. 
  • Representation as bond counsel and underwriter’s counsel in structured finance transactions totaling billions of dollars, such as housing bond issues by the North Carolina Housing Finance Agency and student loan bond issues by the North Carolina Education Assistance Authority. 
  • Representation as bond counsel and underwriter’s counsel in all types of revenue bond issues undertaken by local governments in North Carolina, from bonds for water and sewer improvements, to bonds for airport improvements to bonds for public power. 
  • Representation as bond counsel and underwriter’s counsel in many of the types of "conduit" financings for private parties utilized in North Carolina, including bond issues for industrial projects, hospitals, and private educational institutions for local authorities, the North Carolina Medical Care Commission and the North Carolina Capital Facilities Finance Agency.
