Womble Carlyle maintains a substantial public finance practice contained within its Capital Markets Business Group, serving in the capacities of bond counsel, underwriter’s counsel, borrower’s counsel, commercial bank counsel and trustee's counsel. Our public finance practice is staffed by eight attorneys whose practices are dedicated solely to public finance, with two attorneys whose practices include a substantial public finance component. In the aggregate, the Public Finance group has more than 75 years of experience in public finance practice. Two of the firm's tax attorneys also provide assistance with tax law issues relating to public finance matters.

- The State of North Carolina, the North Carolina Housing Finance Agency, the North Carolina Medical Care Commission and the North Carolina Capital Facilities Finance Agency;

- Numerous hospitals and continuing care retirement facilities, including The University of North Carolina Health Care System, Novant Health, Inc. and North Carolina Baptist Hospitals;
- More than 60 local governmental units, including cities, counties and special purpose authorities and districts; and
- Numerous banks and investment banking firms involved in the underwriting of municipal securities or providing credit or liquidity facilities supporting such financings.
Our public finance attorneys have been involved in nearly every type of tax-exempt financing undertaken in North Carolina, including general obligation bonds, revenue bonds, certificates of participation and installment financing agreements, industrial revenue bonds and conduit bonds issued for nonprofit organizations. In addition to working on public finance transactions, our public finance attorneys have been involved with the drafting of substantially all North Carolina legislation dealing with public finance matters over the past several years and have worked closely with the State Treasurer’s office and the Local Government Commission on numerous public finance and related matters.
